MHADA Redevelopment Portal: The Maharashtra Housing and Area Development Authority (MHADA) is planning a series of digital initiatives to speed up redevelopment projects, improve transparency and simplify services for developers and citizens. MHADA Vice President and Chief Executive Officer Sanjeev Jaiswal announced that a dedicated portal to monitor redevelopment projects will be launched soon. The authority is also developing an online system to speed up No Objection Certificate (NOC) approvals for the redevelopment of cess-paid buildings, with a target of reducing the current processing time of around 14 months to just three months. The announcements were made at a redevelopment conference and stakeholder discussion organised by MHADA at its auditorium in Bandra, Mumbai, on October 14.

New Portal to Track Redevelopment Projects Online
Jaiswal said MHADA is developing a monitoring portal for redevelopment projects on MHADA layouts, including cluster redevelopment projects. The platform is expected to improve coordination between MHADA’s building permission department, developers and architects. Under the proposed system, developers and architects will have to update project progress reports every three months after obtaining the commencement certificate. They will also be required to upload three photographs showing the current status of construction. The information will allow MHADA’s concerned executive engineers to check the latest progress of redevelopment projects with a single click. The system is intended to make project monitoring more efficient and help officials track construction progress.
NOC Approval Time Targeted to Fall from 14 Months to Three
MHADA is also developing a separate online portal to process NOCs for the redevelopment of cess-paid buildings under the Mumbai Building Repairs and Reconstruction Board. According to Jaiswal, the existing process takes approximately one year and two months, with applications handled offline. The new portal aims to reduce the time required to issue an NOC to three months. The proposed digital system will incorporate Geographic Information System (GIS) technology for identifying buildings, Optical Character Recognition (OCR) for document processing, automated validation and digital consent and approval mechanisms. The initiative is expected to streamline the application process, reduce delays and improve transparency. The three-month period is the stated target for the proposed system.
MHADA Redevelopment Portal: MHADA Targets 8 Lakh Homes by 2030
Jaiswal said the NITI Aayog has identified the Mumbai Metropolitan Region (MMR) as a growth hub for housing. The region has a target of developing approximately 30 lakh affordable homes by 2030, of which MHADA has taken responsibility for eight lakh homes. To achieve this target, MHADA is working to increase participation from developers and construction companies. The authority has previously organised investment and redevelopment conferences to encourage industry participation and facilitate housing development. Jaiswal also urged developers to adopt appropriate pollution-control measures during redevelopment projects. He called on stakeholders to suggest changes to the Unified Development Control and Promotion Regulations (UDCPR) that could help increase the availability of affordable housing.
Online Land Rent Payments and Lease Renewals
MHADA is developing another portal to provide information about plots leased to different organisations. Once operational, the platform is expected to allow citizens to pay annual land rent online and renew leases from home. The proposed service will be available 24 hours a day and will create digital records of leased plots, helping improve transparency and convenience in payments and renewals. A separate portal is also being developed for rental housing schemes. During the conference, MHADA Chief Engineer Anil Ankalgi presented a draft rental housing policy intended to expand the availability of rental homes. The event was attended by senior MHADA officials, including Milind Shambharkar, Chief Officer of the Mumbai Building Repairs and Reconstruction Board, and Milind Borikar, Chief Officer of the Mumbai Board. Representatives of real estate and construction industry organisations, including MCHI, CREDAI and NAREDCO, also participated. The proposed portals form part of MHADA’s broader effort to digitise housing-related services, improve administrative efficiency and accelerate redevelopment across Mumbai and the wider metropolitan region.
