Mumbai SRA Projects Audit: The Maharashtra government has taken a significant step towards resolving delays in Mumbai’s long-pending Slum Rehabilitation Authority (SRA) projects by constituting an expert committee to audit stalled redevelopment schemes and recommend measures to accelerate their completion. The initiative aims to address legal and administrative bottlenecks, improve the redevelopment process and help eligible slum residents secure permanent homes with dignity.
High Court Order Leads to Formation of Expert Committee
Several slum rehabilitation projects in Mumbai have remained stalled for years due to various administrative complications, legal disputes and procedural challenges. The delays have affected families awaiting rehabilitation and have also led to multiple legal proceedings. Following an order issued by the Bombay High Court on May 8, 2026, the state government issued a Government Resolution (GR) on July 10, 2026, announcing the formation of the expert committee. The committee has been tasked with examining the reasons behind delays in SRA projects and recommending changes that could help resolve existing hurdles and improve the implementation of redevelopment schemes.
Senior Bureaucrats, Rahul Shewale and Technical Experts on Panel
The committee will be chaired by the Additional Chief Secretary of the Housing Department. Its members include the Additional Chief Secretary of the Urban Development Department, former Member of Parliament and Shiv Sena leader Rahul Shewale, MLA Parag Alavani, and the Chief Executive Officer of the SRA.
Other members include the Director of Town Planning, the Chief Engineer of the Development Planning Department of the Brihanmumbai Municipal Corporation (BMC), the City Engineer of the Pune Municipal Corporation, and three architects. The inclusion of senior government officials, elected representatives and technical experts is intended to bring administrative, legal and urban planning perspectives to the review of stalled redevelopment projects.
Mumbai SRA Projects Audit: SRA Act to Undergo Detailed Review
One of the committee’s key responsibilities is to audit the Maharashtra Slum Areas (Improvement, Clearance and Redevelopment) Act, 1971. The panel will also examine recommendations made by lawyers and legal experts in connection with the Bombay High Court’s May 8, 2026, order. Based on its assessment, the committee will suggest measures to remove legal and procedural obstacles that prevent redevelopment projects from progressing. The recommendations may focus on improving the legal framework, simplifying administrative procedures and identifying practical solutions to expedite pending rehabilitation schemes. The broader objective is to make slum redevelopment more efficient while ensuring that eligible residents receive appropriate housing and a better quality of life.
Committee to Submit Preliminary Report Within 10 Months
The state government has given the expert committee 10 months to submit its preliminary report along with the necessary recommendations. The report is expected to identify key challenges affecting stalled SRA projects and propose measures to accelerate redevelopment. However, the actual progress of individual projects will depend on the government’s decisions on the recommendations and their subsequent implementation. For thousands of residents awaiting rehabilitation, the effectiveness of the committee’s recommendations will be crucial in determining whether long-delayed housing projects can move forward.
‘We Will Not Abandon These Families,’ Says Rahul Shewale
Rahul Shewale said several SRA projects in Mumbai had remained stalled for years due to different reasons, with legal complications emerging in many schemes. He said the committee would make every effort to address these challenges and help affected families obtain the homes they are entitled to. Shewale also said the Shiv Sena-BJP-led Mahayuti government would not leave these families without support and would work towards ensuring that they get an opportunity to live with dignity.
What the Committee Means for Mumbai’s Slum Rehabilitation
Slum redevelopment remains a major urban housing challenge in Mumbai, where delays in rehabilitation projects can leave families waiting for permanent homes for extended periods. The formation of the expert committee marks an attempt to address these delays through a structured review of the existing legal and administrative framework. Its recommendations could help the government identify reforms needed to improve project execution and reduce disputes.
While the committee’s formation does not guarantee the immediate revival of stalled projects, its findings could provide a roadmap for addressing long-standing challenges in Mumbai’s slum rehabilitation programme. The key test will be how quickly the government acts on the committee’s recommendations and translates them into progress on the ground.
