IAS Sanjeev Jaiswal: MHADA Vice President and Chief Executive Officer Sanjeev Jaiswal has directed swift action to resolve a homebuyer’s long-pending grievance, enabling a successful lottery applicant to finally receive possession of his allotted flat. The case highlights MHADA’s focus on citizen-centric governance, accountability and time-bound grievance redressal under its monthly Lokshahi Din initiative. The applicant, Dnyaneshwar Garkal, was declared a successful winner in the Maharashtra Housing and Area Development Authority’s (MHADA) Konkan Board lottery in 2021 under the 20% Inclusive Housing Scheme.

Although he had paid the entire sale price of the flat, he was unable to take possession after the concerned developer demanded additional charges towards infrastructure development. With the issue remaining unresolved, Garkal approached MHADA’s 22nd Lokshahi Din, held on October 12, 2026, seeking intervention from the housing authority.

IAS Sanjeev Jaiswal Orders Immediate Action on Homebuyer’s Complaint

Taking serious cognisance of the applicant’s grievance, Mr. Jaiswal directed the concerned officials to examine the additional charges being demanded by the developer and issue the necessary instructions. He further instructed the authorities to take immediate steps to ensure that the applicant received possession of his allotted home. Following these directions, the concerned authorities acted promptly, and Garkal was handed possession of the flat.

The resolution brings relief to a homebuyer who had already fulfilled his payment obligations but was unable to move into his allotted property. It also underscores the importance of administrative intervention when citizens encounter difficulties in accessing the housing benefits promised through government-supported schemes.

MHADA Lokshahi Din Strengthens Citizen-Centric Governance

Under Jaiswal’s leadership, Lokshahi Din has emerged as a platform where citizens can present their grievances directly to senior officials and seek timely intervention. The initiative aims to move beyond routine complaint registration by ensuring that pending matters receive attention and are followed up until appropriate action is taken. MHADA has been organising Lokshahi Din on the second Monday of every month since January 2024 at its headquarters in Bandra (East), Mumbai. The programme brings applicants face-to-face with the administration and the officials responsible for addressing their concerns.

A key feature of the initiative is Jaiswal’s review of action taken on complaints discussed during previous sessions. This monitoring mechanism is intended to improve accountability, prevent unresolved grievances from being overlooked and ensure continuity in the redressal process. According to MHADA, 22 Lokshahi Din programmes have been conducted under the chairmanship of Jaiswal since the initiative began.

Focus on Accountability and Time-Bound Grievance Redressal

The successful resolution of Garkal’s complaint demonstrates how direct administrative intervention can help citizens overcome obstacles in accessing housing benefits. For lottery winners, delays in possession can create uncertainty even after they have completed the required payments. By directing officials to act on the complaint and facilitate possession, Jaiswal has reinforced the message that citizens’ grievances require concrete action rather than assurances alone.

MHADA has encouraged citizens to participate in Lokshahi Din and bring their pending housing-related complaints to the authority’s attention. The initiative seeks to strengthen public confidence in the housing administration through transparency, accountability and accessible grievance redressal. The case also highlights the role of regular monitoring and senior-level intervention in resolving disputes that might otherwise prolong a homebuyer’s wait for possession.

For MHADA, the objective remains clear: ensuring that citizens receive fair treatment, their concerns are addressed within a reasonable timeframe, and the benefits of housing schemes translate into actual possession of homes.
