MHADA BDD Chawl Redevelopment: In a major step towards the redevelopment of Mumbai’s historic BDD Chawls, the Maharashtra Housing and Area Development Authority (MHADA) has handed over 557 rehabilitation homes to eligible residents under the N. M. Joshi Marg–Lower Parel BDD Chawl Redevelopment Project. Chief Minister Devendra Fadnavis handed over the keys and possession letters symbolically to 11 residents at a programme held at Yashwantrao Chavan Centre in Mumbai on November 6, 2026.

Assuring residents that they would not be forced to leave the city, Fadnavis said the government was committed to providing original Mumbaikars with larger, better-equipped homes at the same locations. He added that all 15,804 rehabilitation tenements under the three major BDD Chawl redevelopment projects at Naigaon, N. M. Joshi Marg–Lower Parel and Worli are scheduled to be completed by December 2029.

500 Sq. Ft. Homes for Families Living in Small Chawl Rooms

For several generations, many BDD Chawl families have been living in houses measuring approximately 160 sq. ft. with limited basic facilities. Under the redevelopment plan, eligible residents are being provided with 500 sq. ft. homes equipped with modern amenities.

The new homes include a living room, two bedrooms and essential facilities, offering residents significantly more space and improved living conditions. Fadnavis said the objective was not to earn profits through redevelopment but to ensure that families who have contributed to Mumbai’s social and cultural identity receive better homes and facilities.

The Chief Minister also highlighted the historical importance of BDD Chawls, which have been associated with the Samyukta Maharashtra Movement and several social, economic, cultural and labour movements. Bharat Ratna Dr. Babasaheb Ambedkar and Lokmanya Tilak also had connections with these historic neighbourhoods.

MHADA to Complete 15,804 Rehabilitation Homes by 2029

Explaining the progress of the project, MHADA Vice President and Chief Executive Officer Sanjeev Jaiswal said that a total of 3,933 rehabilitation homes had been handed over to residents across the three BDD Chawl redevelopment projects at Naigaon, N. M. Joshi Marg–Lower Parel and Worli. He confirmed that construction of all rehabilitation tenements under these three projects is expected to be completed by December 2029. Around 1,200 homes under the Worli redevelopment project are scheduled for completion by June 2030.

The BDD Chawl redevelopment had remained pending for several years because of the challenges involved in executing such a large-scale project. The state government eventually decided to appoint MHADA as the developer instead of relying on private developers. Construction work began in 2017–18, and the government has continued efforts to accelerate the project despite various challenges.

Eknath Shinde Directs Timely Completion and High Construction Quality

Deputy Chief Minister and Housing Minister Eknath Shinde directed the concerned authorities to complete the redevelopment work within the stipulated timeframe without compromising on construction quality.

He said rehabilitation homes must offer facilities and quality comparable to premium residential projects. He also highlighted the importance of cluster redevelopment, which provides residents with a better neighbourhood along with housing. Such projects include facilities such as gardens, open spaces, gymnasiums, children’s play areas and other public amenities.

Shinde further stated that amendments to the Unified Development Control and Promotion Regulations (UDCPR) had been made to speed up stalled redevelopment projects of MHADA and the Slum Rehabilitation Authority (SRA). The government is also taking steps to ensure that eligible residents receive pending rent along with their rehabilitation homes.

MHADA BDD Chawl Redevelopment: Police Personnel to Get Homes at ₹15 Lakh

Fadnavis reiterated that eligible police personnel who were residing in BDD Chawls before 2011 would continue to receive homes at ₹15 lakh. Police personnel who became ineligible due to the 2011 cut-off date are also being considered as special cases, with homes proposed at construction cost. He added that a meeting would be held to address discrepancies and difficulties related to the pricing of these homes.

The Chief Minister also appealed to residents not to sell their newly allotted homes, even if they receive attractive offers. He urged families to preserve the homes as valuable assets for the next two to three generations.

Government Plans 7.5 Lakh Homes by 2030

Sanjeev Jaiswal also informed that, under the Mumbai Metropolitan Region (MMR) Growth Hub initiative, MHADA has planned to construct 7.50 lakh homes by 2030 in line with Prime Minister Narendra Modi’s vision of Viksit Bharat.

Deputy Chief Minister Sunetra Pawar described the handover as a moment of double happiness for 557 families, as they would be moving into their new homes during the festive period of Dhanteras and Diwali. She also appealed to families to prioritise children’s education and healthcare, particularly the education of girls. The programme was attended by Housing and other ministers, legislators, senior government officials and MHADA representatives.

The handover of 557 homes marks another important milestone in Mumbai’s BDD Chawl redevelopment programme. With thousands of families awaiting rehabilitation, the government’s focus will now be on completing the remaining homes within the announced timelines while preserving the historic social fabric of these neighbourhoods.
